Helping to modernize vocational training in Vietnam’s electrical and maintenance sectors

In Vietnam, the unemployment rate among young adults is three times higher than the national average. At the same time, certain technical skills are in short supply in the job market. There is a “disconnect between employers, universities and vocational training organizations.” According to 80% of employers seeking to recruit technicians, this represents a drag on the development of their business activity.
The project, which is spearheaded by the Institut Européen de Coopération et de Développement (IECD) in partnership with Ton Duc Thang University and the Industrial Maintenance Training Center at Ho Chi Minh City University, aims to adapt young electricians’ training programs to meet companies’ needs, with their help. The new curriculum will focus on energy efficiency and renewable energy, providing students with skills that will have a positive impact on the environment and generate energy savings.
The initiative is part of the Seeds of Hope program developed by the IECD and Schneider Electric that began in 2007 and has already been successfully implemented in Lebanon, Nigeria, Egypt, and Morocco. Its aim is to increase job opportunities for young adults via vocational training in the electrical and automotive sectors.
Implementation
This project is intended for 900 students between the ages of 15-30, over a 3-year period: 450 students with an Electricity major and 450 students with an Automotive major, a new discipline added to the initial project scope. Five hundred young technicians will receive specific training in energy efficiency and renewable energy.
The Rexel Foundation is contributing funds, equipment, and skills sponsorship with the help of employee volunteers.
Based on the creation and strengthening interaction between schools and businesses, the initiative has several components:
- Updating training programs and equipment.
- Training the trainers: a dozen trainers will receive training in pedagogical, technical, and general skills, and will be given technical assistance in organizing their training sessions. Their ongoing training and the evolution of the various programs will be supported by interaction with experts and twinning with other vocational training institutes around the world.
- Student assistance: an orientation and employment office will be created to ensure the professional integration of young graduates (visits to businesses, internships, etc.).
- Training promotion: vocational training in the electrical and automotive sectors will be promoted via targeted communication and the organization of annual energy efficiency seminars.
